This depends on the purpose of the lemon basil in the spell. If you are using lemon basil for the lemon scent, which is cleansing and refreshing, you should be able to use lemon balm, lemon verbena, lemon peel. If you are using it for basil's ability to stabilize the mind and the energy of a situation, you can use any sort of basil. If it were me, I'd use a combination of lemon balm and lettuce-leaf basil because that is what I have in my garden.
