No. Witchcraft isn't a religion, it's the practice of folk magick. Just about every culture and religion has some sort of folk magick that its members practice (though they might not call it witchcraft).
Witchcraft is the practice of magic. Different cultures all over the world have found different ways to cultivate it. Magic is natural and is part of us, not a specific system of belief. I could cast spells well before I knew there are other witches, and it was and is considered witchcraft. Thus, different ways to handle the craft have sprouted all over, as well as different ideas as to how it all works. Witchcraft cannot be trademarked by a religion, as it was/is used to label a vast amount of people with the slightest hint of supernatural phenomena or even mistaken phenomena (thus, mistaken labeling of witchcraft) that one presumed to be witchcraft. It has been a way to explain what people can't seem to explain in the past, and that is the supernatural and those who wield it. Some may not wish to refer to it as such (supernatural), but it eases the explanation on what witchcraft is.
