It's difficult to answer this question without knowing exactly what equipment you're looking for. I personally don't use anything that would be considered special or difficult to acquire. A ceramic pot, a broomstick, a wand from the apple tree in the back yard, herbs from the garden, a collection of stones gathered over the years, Tarot cards may prove a challenge, they can be pricey, but I first learned on a standard playing card deck and runestones can easily be made out of bits of clay with the runes cut into them (you can make salt dough in a pinch) or stones with the runes drawn into them. Most of what I have I made, much of the rest came from thrift stores. Candles can be had at the dollar store and you can get 50 votives for $5 at Walmart, birthday candles work in a pinch.
Every few years I splurge on a statue or something, but I didn't get my first statue till I was 30.
In truth, you don't need any special equipment. The only required equipment for my own students is a notebook and a pen. Journalling is important, meditation, dream recall, learn the names of the plants and trees, pay attention to natural cycles. Write it all down.

Seriously, making your own tools is very rewarding and a valuable learning experience in itself.
Not many objects are" necessary" but if you want herbs/ tools for help, just use what you have. All objects have their own magical properties, so don't threat too much. An altar can be a simple table.
