Is a witch something someone is born into, or something somebody becomes. I always thought of it as like calling yourself a marathon runner. You are one only if you practice like a marathon runner.
Though I've heard some people mention events where latent power seems to come forward after an event. For me mysticism triggered an obsession about all things occult. For a friend it was tripping on DMT (I don't recommend drugs as they're not necessary and typically become a crutch). But most (talented) witches are so because they study and practice a ton. I mean eat, sleep, and breath it.
My first mentor suggested I meditate 30 minutes after waking up and 30 minutes before bed. Do that and you'll be on your way.
I don't know how you see your past life, but apparently it begins in trance, which begins in meditation.
