Witchipedia

Some psychics claim to be able to read minds. Very few, actually. Some of those are witches, but not all. Much more common is the ability to read emotions. The ability to read intentions is not as common as that, but more common than mind-reading. While it's true that many witches have some psychic ability, it is not a defining feature of witchcraft. Exploring one's psychic abilities may lead one to the occult and eventually witchcraft (or one's parents who eventually pass it to you) but there are plenty of witches who claim absolutely no psychic abilities. Though I am of the opinion that everybody has some way of connecting to The All, they just don't always know about it.
